QUALITY MANAGEMENT SYSTEM IN CONTRACTOR ORGANISATIONS: AN EMPIRICAL STUDY ON COSTS AND BENEFITS OF ISO 9001:2008 IMPLEMENTATION

Abstract

The main objective in implementing quality management is to enhance product quality and continuously improve a service. Quality Management System is among the important managements in construction industry. However, there are still questions regarding the effectiveness of this system in construction industry. Therefore, this study was conducted to investigate the perceived benefits and costs of implementing ISO 9001:2008 series certification in Malaysian construction industry. Literature reviews were used to construct the questionnaire. A total of 200 copies of questionnaire form were distributed to construction firms. However, only 44 questionnaires were successfully collected. Response rate in this study was 20%. Four out of 20 benefits were listed out, which are the improved quality of product or service, better control of subcontractors, clearer working procedures and increased efficiency. For the perceived cost, the top three costs are known as expenditure on providing the ISO 9001 training, additional time spent by existing staff to setup ISO 9001 system and cost to establish documentation system.

Abstract

Professional architects are identified as a responsible profession for overseeing the entire housing projects development that resulting in the issuance of quality housing through Certificate Completion and Compliance (CCC). The appointed architects referred as Principal Submitting Person (PSP). The purpose of this paper is to identify the roles and responsibilities of PSP, in the hope that the quality housing delivery process can be improved through CCC method that was certified by PSP. This paper presents a conducted survey using questionnaires on respondents. Quantitative Data were obtained from respondents consisting of representatives from architectural firm throughout peninsular Malaysia. These quantitative methods were measured using numbers and analyzed using statistical. Data analysis showed six variables that need to be taken seriously for PSP to carry out their duties and roles accordingly to deliver quality housing. The six variables of PSP also have to follow the law and rules stated ensuring the service provide able to achieve the CCC goals comprehensively. However, the goals of the implementation of this method is achieved by CCC, appointed PSP to provide quality services to ensure that all processes, procedures and requirements are followed. All the six PSP roles and responsibility found to be significant to the effectiveness of the PSP under this CCC method. The success of quality housing certification is entirely depending on PSP whereby they need to play their roles as the responsible professional throughout the stage of project undertaken undoubted a result of building quality built and ensure the safety and comfort of building occupants. Thus by keeping the accountability as PSP and compiles with prescribed the roles are certainly the quality of their service is always maintained.

SUCCESS FACTORS OF HOUSING DELIVERY SYSTEM AMONG MALAYSIAN DEVELOPERS

Abstract

The housing industry in Malaysia has been practicing Sell Then Build system since decades ago, where developers will collect payments in stages from buyers even during a construction period. However in 2007, the government has introduced the Build Then Sell System (BTS), which allows buyers to buy a house after completion of the construction project to reduce the existing problem in STB. This research emphasis the understanding of the success factors and the importance of the success factors in housing delivery system. Thus, this research seek to achieve two objectives; 1) To determine the success factors in housing delivery system; 2) To determine the importance of the success factors of housing delivery system. In other to achieve the objectives, survey questionnaire was conducted to a sample size of 232 developers. Accordingly, the sample size was determined using Krejcie & Morgan (1970) formula where a questionnaire survey approach was adopted for the study. The data generated from the survey were further analyzed using frequency analysis and Relative Importance Index (RII). The findings of the survey indicated that the most important factors for successful housing delivery system namely financial factors, then followed by economic, environmental & social factors, project management factors, communication factors, enforcement factors and lastly legislative factors. The article then makes a recommendation that the financial institutions should provide more financial loans for every qualified developer in order to make the housing delivery system more successful where both the buyers and developers will have the same win-win situation. Aside from that, the government should also tighten the enforcement measure in the construction sector so that the house will be delivered on time without losing too much time where it will cause a defect on the housing quality.

E-COMMERCE IN THE MALAYSIAN REAL ESTATE AGENCY INDUSTRY

Abstract

Advances in Information and Communications Technology have revolutionised the ways of doing business in the real estate industry. However, scarce literature on real estate agency Internet adoption, particularly in Malaysia limits understanding on the extent of applications and implications of Internet on real estate agency business activities. Thus, this study aims to investigate how real estate agencies in Malaysia adopt Internet strategy, focusing on websites, in their business activities. Questionnaires were distributed to 21 registered real estate agencies in Johor Bahru to obtain information on the firm’s background, use and impact of websites on the firms’ business. Analysis results showed active participation and utilisation of Internet by Malaysian real estate agency firms. Websites were used as a platform to promote the company’s brand and property listings to the prospective buyers. There was a positive relationship between website and sale generation with number of website visitors being an important factor in sales generation. Consumers concern for information security remained a major barrier in the real estate business. The findings of this study enhances understanding on website use and impact in the real estate agencies business. Further study may explore other types of Internet strategy such as emails and social media.
