The responsibilities of the Deputy Vice Chancellor (Development)

The Deputy Vice-Chancellor (Development) holds stewardship of several critical enablers for UTM in the university’s quest for global excellence. These include physical infrastructure, assets and facilities; library facilities; ICT/digital infrastructure and facilities; risk management (services); financial sustainability and endowment. These critical enablers are under direct responsibility of their respective directors whilst the responsibility of DVC Development is to oversee the overall running of their management and related development.


Units, centres and offices, which are directly under the responsibility of the Office of the DVC Development, are as follow:

  • Office of Occupational Safety, Health and Environment (OSHE)
  • UTM University Community Transformation Centre (UCTC)

  • Business Development Unit


The DVCD is the official Safety Officer for the University under the Occupational Safety & Health Act (OSHA) 1994 and the Person Responsible for the License for Radiation Protection under the Atomic Energy Licensing Act 1984 (Act 304). The DVC Development is also involved in a number of University committees either as a chairman, alternate chairman or member.
