Strategic planning in higher education is a process of collaborative thinking and decision-making about the actions and initiatives necessary to respond to new external conditions (demographic, intellectual, economic, technological, political), in order to provide greater competitive distinctiveness to a university and to increase the institution’s quality, service, stature and financial health in the coming decade. It is strategic because it responds to external conditions in order to achieve internal goals.
The purpose of UTM’s strategic planning effort is to identify and prioritize strategic actions the University can take to help it best accomplish its goal, fulfill its mission and realize its vision and be recognized as, one of the nation’s top public universities. The UTM’s strategic planning takes into consideration the following :
- It must build on institutional strength.
- It must respond to external opportunity for new or significantly enhanced achievement.
- It must be supported by a feasible action plan.
The Office of Corporate Affairs assists the University to carry out the university-wide strategic planning, develop its implementation mechanism and track progress achievements. A major planning exercise was initiated in 2000 where the University had developed the WCU Plan (World Class University Plan 2001-2010). The WCU Plan laid down a strong foundation for the University to move forward to become an institution of international standing recognized by peers. Subsequently there were series of re-visits to strengthen the plan and further improve its implementation. In the 2006 planning, the University planning exercise adopted the Balanced Scorecard approach for developing Key Performance Indicators (KPIs) and Targets. In 2007/2008, the strategic planning was geared towards alignment with the National Strategic Plan for Higher Education (and the Action Plan), which was launched by the Prime Minister. The 2007 Brainstorming Exercise had provided the basis for the 2008 Strategic Planning workshop.
In 2008, UTM has chalked up a transformation framework to transform the university into becoming an excellent international university in engineering and technology. This transformation plan is based on the momentum set up by the World Class University (WCU) Plan and subsequent plans.
Starting from year 2009, Strategic Planning and Management Unit of Office of Corpororate Affairs has helped UTM to move forward with more initiatives on Strategic Planning using business and management tools such as the Balanced Scorecard, Scenario Planning and Blue Ocean Strategies.
Today, with the challenges in higher education, this unit will strive for its sucess for a better future of UTM
